Why didn't Goku and Kibito merge?

When Kibito took off his left potara and only had his right potara on, Goku had a potara on his left ear. Why didn't we see the ultimate warrior SSjin 3 Gobito battle it out with the strongest Majin?

Somebody should travel to the past and show Goku DBS manga where Kibito is retconned into SSJ3 level. If he sees that, they'll definitely fuse.

One of the unwritten rules of the Potara is that it would not allow a stupid being of the lower world to merge with someone as important and incredible as Kibito.

Because Potara fusion makes you fuse Genitals first and we all know you have to also have the same genitals. Kaioshin and Kibito dont have D's so they fused together. When Goku and Vegeta fused together you can see it making them fuse D first. Same with Black and Zamasu. This is one of the main reasons Vegeta does not like to fuse. It makes him too curious.

Obviously Kibito's man love for Kaioshits was strong enough to screw the rules of Potara when Galu stood before him.
