It's actually a bit naive to think that they're somehow not interested in them and/or didn't do absolutely everything in their power to acquire them.
Each of the specials had strange circumstances that may or may not have contributed to either no international release or a limited one:
The 2008 JSAT special, while animated by Toei, is actually a Shueisha production. Yeah, Shueisha's involved with everything for the franchise being the highest/ultimate rights holder, but it was made for the Jump Super Anime Tour, not one of the Toei festivals. There are few - if any? - instances of Jump Tour specials being released internationally. There have been ones for Naruto, Bleach, One Piece, etc. I think someone pointed me to one instance of one of them being released elsewhere, but I can't for the life of me remember what that was. FUNimation has ties with Toei for their licensing deals; they don't work directly with Shueisha (as far as we know). There was a whole different production committee behind the JSAT special, and who knows what went on behind closed doors that contributed to it never seeing the light of day outside Japan's original send-away DVD release and then the Battle of Gods LE pack-in.
Both Plan to Eradicate the Super Saiyans and Episode of Bardock were commissioned by Bandai Namco. So again, while they were animated by Toei and Shueisha's obviously the ultimate rights holder, there's yet another company in the mix with their own production committee to answer to. Yeah, they were both included (in Japanese only) in their respective video game releases (Raging Blast 2 and Dragon Ball Z for Kinect, respectively)... but then think about that: beyond a limited DVD release in Japan (in one random issue of Saikyo Jump), they also never got a proper home release. And they didn't even get the Kinect game at all to begin with!
For what it's worth, I have it on really good authority that they were trying to get all this stuff. Something, somewhere, somehow... it fell through in each case, and/or they're even still negotiating for that stuff. And in all three of these cases, I can almost 100% guarantee it's a Japanese pride issue of, "If even we don't have it, you can't have it!"
