Maybe because their universes are structured in different way compared to the U7. Also they're more likely the Grand Kaioshin of their universe similar to Dai Kaioh who probably lived longer where more Kaioshins are born and successfully appointed but continues to lived.
I'm sure if we spent more time in the other universes, we'd meet more Kaioshins. Or maybe that was the old way thousands of years ago and now most universes only use one.
They're most likely the Dai Kaioshin of each Universe. Either that, or forgot there was more than 1 Kaioshin at a time, or that he didn't want to include 5x as many irrelevant, 1-dimensional characters.

It's better that way if that's the reason. Just look at U6 Kaioshin's attendant in the anime having no relevance at all but they don't exist in the manga.
