Goten has to actually be around to be a gag character. He is shown every now and again, but Trunks is shown much more, especially during the Future Trunks nonsense.

Pan didn't make GT's ratings fall at all, Goten and Trunks aren't gag characters, GOTENKS is, and Oob was useless in the manga, since he was introduced at the end of the series and the series wasn't supposed to continue until years later, when GT came out, and DECADES after that when Super came out.
