For example, we know that cell can sense Ki on numerour occasions. But when gohan goes ssj2, the bitch still thinks he is stronger, despite ki difference. Same applies to buuhan vs ssj vegito
Why the villains seemingly lose ability to sense ki?

They're basing their chances on arrogance or simply not thinking clearly, Semi Perfect Cell also thought he could defeat Vegeta, even though Vegeta knows he still outclasses him while being on a relaxed state of mind, that, or simply they don't like the idea of them being surpassed.

I don't think Cell really understands his full power. He creates the Cell Games to test his power. All Cell seems to understand that he has a lot more power but he doesn't know how to measure that objectively which leaves him thinking that he had a chance against Vegeta or Gohan. At least that's my understanding of it.

It has to do with arrogance more than anything else. Perfect Cell is apparently supposed to be complete in every way such as mental strength, intelligence, and physical ability and he was too deluded to sense he'd been surpassed by SSJ2 Gohan, while Boohan still had Piccolo's intelligence in him and was too deluded to think Vegetto came close to his power.

Semi Perfect Cell was much more desperate to reach his perfect form than his Imperfect self was.
