Why was Shanks in East Blue?

I don't get why he was based there for so long. Was this prior to when he was actually a notable pirate? At the same time, Whitebeard the loss of his arm then, meaning that he was likely already a very reputable pirate at that point in time. So why was he hanging around in East Blue for months at a time?
