In Chozenshuu 4 it says that the human type was the most populous so the animal types are probably rare. Though it's possible that they have their own schooling system seeing as Puar and Oolong went to a shapeshifting school.

iirc, the reason why there were so many "animal people" pre-DBZ was due to the popularity of a drug that caused people to look like animals. Post-Piccolo Junior, it fell out of use.
