Following Dragon Ball tradition, the next villain's power always surpass the villain of the last arc. We also have confirmation that Broly's power is also greater than a GoD. So is he going to be stronger than Whis?

No source directly confirms that.

The September issue of Saikyo Jump magazine, available today in Japan, has dedicated a double page to the Dragon Ball Super movie "BROLY". No new chara designs alas, but a short text on the right of the page, which tells us, about Broly, that he would have "A destructive power beyond that of a God of Destruction !? " . After Jiren of Universe 11, Goku and his friends will once again face an adversary whose powers surpass those of a God. That promises!

That's been a blanket statement for a while now to describe someone whose power is god level without being so specific as to limit the scope of it. It's easier to keep things more vague than to have to retcon something later.

That's still debatable, too, so...the answer to the OP is no.

He'll be stronger than Zen-Oh, but can still be killed by an off-guard attack like Sorbet's Ring. :troll

Seriously though, I have no doubts in him being above the Hakaishin based on status-quo for villains meaning he'll likely surpass Jiren, not to mention direct statements from the staff. Angel tier, however, is something that has yet to be fully explored and it's not as if the statement says that he far surpasses the GoDs so the answer is most likely no.

Beyond student sparring sessions, Whis tends to not involve himself in fighting, so the opportunity to see the depths of his power has yet to present itself. Some people are content with continuing to follow the Beerus (10) and Whis (15) power gap established for the BoG film since nothing contradicts it yet, but Super could widen it if desired. Promotional material compares Broly to a God of Destruction, but it's also been expressed that the more he fights the stronger he gets, so in response to the question: it's not outside of the realm of possibility, but at the moment there isn't enough to go off of to say it will be likely.

I think he'll be stronger than Beerus, but will still lag considerably behind Whis.

I hope he won't but that doesn't stop his fanbase overrating him and also doesn't stop Pakl from stopping it. :pakl

I hope so, because Beerus and Whis overstayed their welcome and are insanely plot protected. Fact is, one-shotting Beerus isn't a major deal with gaps, 2 to 5x stronger.

So yeah, I hope Broly is stronger, cause I don't want to see another 130 episodes until they make them surpass Whis

He probably won't surpass Whis. That will big a big deal whenever it happens.
