Will Garp rescue Luffy from the marines or World Government?

He didn't do it for Ace and might regret it. For sure he would have liked to rescue Ace, but Ace was a pirate and he's a marine. Well what if the gorosei or Akainu get Luffy? Maybe Luffy is incapacitated. And then Garp decides to save Luffy, against orders. He says "Koby, I'm leaving the marines to you" and betrays the WG. He can't handle losing another grandson. Or maybe he discovers that the WG has gone against a piece of legislation, so he can go against them. Cuz clearly keeping slaves isn't enough to go against them. Akainu goes against the new marine environmental regulations by burning paper instead of recycling it. Garp whoops him.
