I edited Kibito and Kibitoshin, because i noticed Kibitoshin was above Good Buu and that didn't feel right. What
do you mean zenkai power? 60/100 gap is already a little to tight for the Blue SSJs/Freeza to remain weaker than
Beerus, how can i fit a zenkai in there too? About Vegetto, just like with Gotenks, i didn't use the individual SSJ/
SSJ2/SSJ3 multipliers; actually, i have no idea what to give to his SSJ2/SSJ3 forms, i doubt even AT bothered

I think Gohan was closer to the Humans during the Android arc than the Base Adult Saiyans. Gero seemed to lump Gohan, the Humans and his initial estimation of Piccolo's power all in the same garbage tier while he thought Base Vegeta could actually make things interesting. Gohan was also tooled by Goku during their sparing match in the ROSAT.

Vegeta said he could defeat Dabura presumably without SSJ2 so I doubt he was much stronger than SSJ1 Gohan.

Toriyama stated Goku couldn't get stronger than he was during the Boo Saga, everybody else was probably at their prime during the events of Super; however, Goku is still regarded as the strongest that Beerus had fought, which factored in Gotenks and Ultimate Gohan.

Well I took a more in depth look, I noticed a few things:

a) Trunks shouldn't be that much stronger than Mecha Freeza. You have Mecha Freeza at 160 million, I'd knock Trunks down to 200 million. A 25% gap is large enough.
b) I'd throw Yardrat Goku down to 240 million.
c) Gohan should be closer to the humans than to the Base Saiyans. Gero thinks Vegeta's energy will help, but he says nothing of Gohan.
d) Why are Gero and 19 stronger than Freeza prior to absorbing energy?
e) A worn out Vegeta should be weaker than Gero.
f) Imperfect Cell (Post Ginger-Town), should be around 1.5x stronger than Piccolo's light grenade attack.
g) Vegeta Post-RoSaT (1rst trip), should be 25-33% stronger than Semi-Perfect Cell, you've got him too powerful.
h) Vegeta's final flash attack is too powerful.
i) There is only 'Super Saiyan', 'Super Saiyan Grade 2' and 'Super Saiyan Grade 3', not 'ASSJ, USSJ1 and USSJ2'.
j) Goku showed Korin 50% of his power on the tower, and he's stronger during his warming up bout' with Perfect Cell, I think you got the names confused.
k) A Cell Junior is stronger than Vegeta is.
l) The boys couldn't one shot Android 18, you've got them much too powerful.
m) Gohan was drawn as a Super Saiyan during his fight with Dabura, so Dabura is much too powerful here.
n) Where is Piccolo in the Boo Saga?

a-b. I used Trunkses statement of killing Freeza in seconds. I figured Goku could have gotten a boost after fighting Freeza, like the boosts
he used to get after his Early DB big fights.
c. Goku said he'd be a good sparring partner in spirit room. To me, to be a good sparring partner means at least distant rival (90%).
d. So what?
e. I didn't include worn out Vegeta.
f. He was pushed back by the attack and i think in Herms Sixteen said ''he hardly received any damage'', which means he did receive slight
damage. So, i see no reason not to have Cell~LG.
g. WTF, i have him exactly 33% stronger than Semi Cell.
h. It has to be greater than his past attacks and KHH.
i. ASSJ is Grade 2. USSJ1 is the buffed form Trunks used to stall Cell for Krillin to rescue Vegeta. USSJ2 is the even more buffed form

j. Warm Up Goku<50% Goku. Goku had to power up to reach 50%. Warm Up Goku had not powered up and everybody knew he was warming
up despite they still believed 50% was his max.
k. I tried to make them somewhat relevant to Piccolo, who's below 50% Goku in my books. I see no problem with Vegeta being slightly
stronger.
l. You mean as SSJs? They never fought as SSJ, that was anime filler.
m. Dabura was stated about as strong as Cell. But, if you think Gohan was SSJ, just cut Dabura's power in half.
n. He's the same as at Cell Games.

Hmmm, it appears their sparing match wasn't in the manga but in the anime Goku easily fended off Gohan while holding back and in base.
