Would the power that Beerus used against Goku be considered 100% of his power?

Because Super causes obvious contradictions, I considered that the power that Beerus displayed against Goku was considered to be 100% of his full power, in other-words, what he was going to use regardless. Vegeta would still be considered 1/6th of Goku Super Saiyan God, and then, Super Saiyan Blue surpasses Super Saiyan God and Golden Freeza surpasses what Beerus displayed AT THAT time. However, it was still nowhere near his full power.

Because he's the one that Beerus said that he used 10% of his full battle power against. 10% of what? Well.. probably the power that he displayed against Goku Super Saiyan 3, since Goku, despite being in his Super Saiyan God form, never says that Beerus surpassed his expectations.

So logically, the 10% statement from Beerus reflects what he displayed against Goku which is what Goku expected to fight as a Saiyan God.
