I don't even know what cel animation is and how it looks different. When did they start using it in Dragon Ball and when did they stop using it?

Cel animation is basically hand-drawn animation. DB, DBZ, and GT all used cel animation. It was shortly after GT ended that the anime industry almost entirely switched to digital animation.
