Ninetails stomps. Far better stats in every category and will have a far better time with Flamethrower accuracy than Charmeleon will with Fire Blast.

Bouffalant (Earthquake, Thrash, Swords Dance, Megahorn) VS Tauros (Thrash, Zen Headbutt, Swagger, Rest)

Edit: Ass will somehow find a way to lose against a jabroni like Hau.

BW Ass didn't cause anywhere near as much uproar amongst the fans as Kalos Ass, so Kalos.

Garbodor (Gunk Shot, Toxic, Amnesia, Giga Impact) VS Kanto Muk (Gunk Shot, Rock Slide, Poison Jab, Disable)

Garbodor since I think Giga Impact makes the most difference.

Victreebell (Wrap, Razor Leaf, Poison Powder, Solar Beam) vs Butterfree (Confusion, Tackle, Harden, Poison Sting)

Butterfree due to type advantage I'd say

Mega Garchomp (Swords Dance, Earthquake, Dragon Claw, Protect) vs Mega Charizard Y (SolarBeam, Hidden Power Dragon, OverHeat, Roost)

Garchomp stomps. Although it's Mega decreases the speed that made it so deadly, a well timed Protect as well as Mega Charizard X losing it's immunity to a super effective Earthquake will take Charizard down pretty quickly.

Pikachu (Wild Charge, Light Screen, Nuzzle, Thunderbolt) VS Clefairy (Moonblast, Psychic, Calm Mind, Protect)

Gen VII Gale Wings Talonflame (Roost, BB, Flame Charge, Protect) vs. Mega Sceptile (generic moveset)

Ah shit, my mistake. Charizard wins due to Super effective Solarbeam then.

Talonflame wins. Even though Gale Wings got nerfed, Sceptile doesn't really have much to counter it with, whereas the first priority Brave Bird should be enough to oneshot or deal critical damage.

Kingler (Crabhammer, Protect, Brick Break, X Scissor) VS Cloyster (Icicle Crash, Protect, Posion Jab, Substitute)

Cloyster wins imo. Close but he can do slightly more damage overall and substitute takes the brunt of the damage from Kingler.

Gyrados (Ice Beam, Waterfall, Bite, Hydropump) vs Snorlax (Rest, Hyperbeam, Bodyslam, Headbutt)

Probably Snorlax in most cases. Body Slam's chances of paralysis tend to be higher than freezing in general with Ice Beam, which wouldn't be a factor if Snorlax's ability is Thick Fat.

Crobat (Cross Poison, Leech Life, Toxic, Acrobatics) VS Honchkrow (Sucker Punch, Night Slash, Psychic, Thunder Wave)

Honchkrow. Thunderwave and then multiple Psychics take care of business.
