By my figures, Yakon is a tiny bit stronger than base Goku, but also still just a smidgen weaker than 100% Freeza. So No.16 can tear him apart pretty easily.

I'd put my money on #16 after a hard battle, unless one goes with the base Saiyans being at least above the likes of Semi Cell due to Vegeta's confidence in winning the tournament in base.

Nothing in the manga supports the Base Saiyans surpassing Freeza.

A better fight would be 100% Freeza vs Yakon in the dark. Freeza would have the power advantage but he can't see In the dark nor detect power levels.
I have Goku stronger than Yakon. Gohan thought Yakon was weaking Goku which prompted Gohan to suggest fighting together when really Yakon was just stealing his light. Other than that Goku clearly had the advantage.
