Yes they did. Krillin and Gohan had the upper hand against Ginyu in Goku's body, who was at least 23k when he fought them. And they were both trying to avoid killing Ginyu-Goku outright.

That alone is leagues above Nappa, who was one shotted by a KK Goku at 16,000.

The highest power Gero could have scanned from Goku was 32,000 when he fought Vegeta. Granted, he wasn't expecting any massive or exponential increases in Goku's power from then out, but at the very least it can be assumed that he thought Goku would be at least that strong in the future.

Yamcha was confused for Goku, while he was highly suppressed. That gives more credence to the idea that everyone was stronger than what Gero expected. He might not have expected Goku to walk around at full power, but why would the statement even come up if he thought it was a suppressed Goku? Because suppressed far enough, and everyone's power would look the same on a scanner. It had to be a high enough number for him to use Goku as a reference point.

I'd like to give Yamcha the benefit of the doubt and say he could beat 1st form Frieza, maybe second. 3rd likely wins and initial 4th Form ragdolls the shit out of him.

I use to have Yamucha around 3-4 million myself, but now I have to rethink all this. Damn you FnF!
