Yamcha owns, really. Yamcha is a very, very, very slight bit higher but everything-else works in his favour. He is more skilled, can amplify his Ki and knows of Raditz's tail weakness. He can sense Ki also. For a fight so close, especially being the one being slightly higher he can easily grab his tail whenever he wants to.

Numbers inspired from some-one else but they work well, enough in my view because all things considered they work:

Raditz - 1,310 - 1,320
Yamcha - 1,350

The whole point of the Saibaimen fight was to show how the humans compared to Raditz. Without any self destructs, Yamcha stomps.
