So we know that the Pirate King's first mate was on par with an Admiral well out of his prime, so we can assume that he'd be a lot stronger 26 years ago. Is putting prime Rayleigh between Akainu and Old Whitebeard accurate?
With that in mind, I'd only imagine that the first mates on the current Yonko ships would be weaker than prime Rayleigh. Marco the Phoenix was able to hold off the Admirals very well, but was slightly outclassed by them. We don't know a lot about Jack, but we do know that he's strong enough/reckless enough to challenge 4 Marine ships with strong Marines on them (was there an Admiral on board?).
So yeah, is near or around Admiral level a good place to put the first mates?
