Are you sure he wasn't talking about crew vs crew and not captain vs captain?

If I had to guess at the moment I'd say the difference is probably somewhat comparable to the current gap (Dressrosa Arc) between Luffy and Smoker since Smoker so far seems to be to Luffy what Garp was to Roger (maybe Coby will take over and Smoker will have a totally unique role or will be revealed to similar to someone else during Roger's life), but probably a bit smaller of a gap since WB is an old man no longer in his prime while the Admirals are still young whipper snappers/middle ages men/oussaan(/Hasegawa/madao) since they've been replaced since WB's prime and the rest of the Yonkou captains are WB strength at most (likely a bit weaker).

I think Coby is sort of like Garp since he trained under Garp and is Marine. He is also in a way friends with Luffy.

Law stated they fought evenly with Whitebeard, not the Whitebeard pirates. This is further enforced by Shanks clashing evenly with Whitebeard, as well as his little effort in blocking Akainu's attack suggesting a similar gap between them as between Whitebeard and the Admiral.

Also, Doflamingo wasn't fazed about taking on Admiral tier foes at Marineford, yet was terrified at the prospect of Kaidou coming after him.
