The powerhouses of the older generation were introduced stronger than Luffy and we usually saw them properly fight while they were stronger.
Garp: introduced stronger than Luffy, saw him fight when he's possibly still stronger
Big Mom: stronger
Kaidou: stronger
Shanks: stronger
Whitebeard: stronger
Rayleigh: stronger
Marco, Ace
and all the Marineford WB commanders: stronger
Mihawk, Doffy, other Shichibukai: stronger
The weaker Yonkou commanders are exceptions.
Dragon was introduced at Loguetown, but we've not seem him fight yet. Time's probably running out for him to be introduced while he's still stronger than Luffy. I anticipated him being introduced and then showing mind-blowing feats and giving the villains a bigger fighting threat than just about anyone else. But if he's introduced right near the end of OP, then he might be weaker than Luffy already, his feats won't be so mind-blowing and we won't get the "main character's dad is OP as fuck" trope.
