Well we have God stating that Yamcha was strong but I dont think of it as anything meaningful but just a mere compliment. Id say he might be in the same ballpark as Young Piccolo Daimao but not stronger.

I'm even considering the possibility of Yamcha be stronger than young Piccolo Daimao. Compare Mr.Popo vs Goku (post Choshinsui) with Yamcha vs Kami. I think Yamcha did better against Kami than Goku did against Popo. Popo said with Goku:

Popo (to Goku) - "You are weak both in spirit and skills. You are not worthy to meet Kami-sama."

Kami-sama (to Yamcha) - "You are quite good, actually! I've been watching closely and I'm very impressed!"

While Popo said Goku is pretty weak, Kami-sama (who is way stronger than Popo) said Yamcha is quite good and complimented him. Besides this, there's also this:

Popo (to Goku) - "Then, do you still want to try yourself against Mr. Popo? You don't know how many years it might take-- and even after years, you still may never win."

Kami-sama (to Yamcha) - "Unfortunately, I happen to be much more powerful. But if you keep training, you should catch up pretty quickly."

Mr. Popo said that Goku might never be able to catch him, while Kami-sama said that Yamcha should be able to surpass him (pretty quickly) if he keep training. This pretty much indicates Yamcha (23rd Budokai) > Goku (post Choshinsui) >= young Piccolo Daimao. Even more when Kami-sama is >>> Mr.Popo.

Hm... but are there any statements about Yamcha and Kuririn's reaction towards Goku using the same speed 3 years ago? Because then you would have

23rd Tien ~ 23rd Goku (Weighted) > 23rd Kuririn >= 23rd Yamucha > 23rd Goku @Speed ~ Goku (post Choshinsui)

You got it. There are arguments for both ways, making this topic hard. Sure, Yamcha and Kuririn were impressed by Goku's (weighted) speed which should not be much superior to his speed post Choshinsui.

But besides the reasons I showed, there is also Piccolo noting that world domination would be harder than he thought after facing Kuririn so he wasn't expecting to face someone as strong as him. Hell, Kami-sama flicked Goku away while Piccolo Junior had to exert effort to defeat Kuririn and Yamcha's Sôkidan was able to knock Kami off his feet.

I feel like the statements and feats for Yamcha/Kuririn's superiority to young Daimao are more convincing than vice-versa.

I'd think Young Daimao takes the majority. Krillin and Yamcha still held Goku's speed from three years ago on a pedestal given they shat themselves when Tien considered it slow, and were incapable of seeing Tien's true speed which Goku was able to see.

I also don't really they're respective fights with Shen or Piccolo Jr as solid evidence otherwise as they ultimate had no chance.

Goku being able to see Ten isn't really a good indicator of anything since unweighted Goku can move faster than Ten can see without trying even without powering up further.

I meant Weighted Goku. He was able to see Tien's true speed while his actual body failed to keep up.

But while weights slowed down his body, there's no real reason they should impede his sight.

Yamcha would lose even if Piccolo Daimao put his 1 ton cape on.
