Let's just make sense of it ok? ANd please stop using by saying it's just an inconsistency like Toei does.

Here's mine! Since Goku/Vegeta and Black/Zamasu are in godly level, the Potara probably hit its limit for bringing the fusion into the new heights! What do you think and what's yours?

Vegetto must be a miniscule increase if Blue Goku can overpower Zamasu 2.0 without KK. Can't even by twice as strong than Goku was.

Less than 2x for Black and Zamasu apparently unless it's due to Zamasu being way weaker than Black in which case it makes sense.

The writers were snorting some serious unicorn ashes to cope with the atrocious production and decided to relax when they sat down to write 66.

I don't know about them being weaker, but it's a well known fact that Merged Zamasu was less of a threat than what Future Zamasu and Black were as separate entities. You had one that became stronger the more he fought and each time pain would be inflicted on him, and the other was an annoying fly that couldn't be swatted. Their teamwork was the best we've seen in DB since Future No. 18 and 17.

Once they fused, their fates were pretty much sealed in the sense that they COULD die now, and I assume the ability to become stronger from each fight diminished too.
