Zoro would likely win because Alabasta characters were already on 22nd Budokai level, give or take... Although the Straw Hats didn't get that much stronger during Skypiea.

I don't know... Zoro is able to lift a huge construction while Roshi ( goku 21st budokai level ) could barely move a giant rock. Tenshinhan ( 22nd Budokai ) is way stronger than Roshi ( 21st Budokai ) though.

In a filler episode, Goku ( postsacred water ) was unconscious when he was struck by lightning, while Zoro managed to remain standing after being hit once by the lightning of Enel.

Anal's lightning isn't as powerful as those in real life, even if you were to consider that filler valid.

Zoro absolutely wrecks Tenshinhan. He's Multi-City Block level and around Mach 35+ in speed based on scaling from Luffy's Gomu Gomu no Storm. Compared to that, even the Kikoho's just City Block level, and Ten's speed isn't near that level either.
