How strong are they, anime-wise?

Bergamo has the ability to absorb energy and grow his size based on the amount of his intake. He battles Goku in the Exhibition Tournament, who needs to go Kaioken Blue followed by a full power KHH in order to win. I'm haven't read this part in the manga, but the presentation of Bergamo here was really over the top.

Basil takes on Boo, and while he puts on a lot of offense, it's mostly Boo being squishy and taking everything until he gets pissed and ends it.

Lavender fights Gohan to a draw, using poison to blind and weaken him, but it should be noted that Gohan isn't anything special at this point, nor does he reach the level of his manga counterpart.

They don’t really do much of anything in the ToP, do they? It’s also hard to tell how strong Boo and specially Gohan where at this point, so who knows.

Boo is equal to what he was in Z and Piccolo stated that Gohan was still weaker than his original Ultimate power even as a SSJ2.

The only issue I have with powerscaling them is Bergamo being able to fight Goku and all three being able to pressure Base Goku and Vegeta, and worse yet make them go Blue.

Gohan still had to go SSJ at this point to compete, so take what you will from that. And I agree with you about Boo.
They get some extended time in the ToP, but not much more than them being an annoyance.

I mean, Piccolo had to resort to tricks and a super charged SBC to even compete with Frost. Boo was also implied to be a heavier lost than Piccolo.

He was also blocking Frost’s hits with one hand while charging the SBC though. He wasn’t far behind fatigued Frost.
