Idk I'm viewing Shanks' attack differently because it doesn't carry an explosive component. It's like a Special Beam Cannon compared to a KHH. The swordsmen are piercing, not using explosive damage.

I think it's presumptive to assume we've seen Shanks at his best there. This would imply Whitebeard countered Roger's strongest attack with just Haki alone, which would be its own set of problems.

As someone without a DF, Roger has to have superior Haki to Whitebeard if he was able to match him in every encounter.
