Nappa's arm attack on Tien/Tenshinhan

Was this a power up by Nappa, or was it a technique made for severing or was it both? Piccolo rrcognised the danger, while nobody else seemed to. That could indicate it was a special technique, rather than being Nappa raising just raising his power level - if he did raise it at all. Because Krillin and Tien I imagine are both adept at reading ki by this point and would recognise the threat if it was just due to raised power level - unless they weren't yet adept enough at reading ki to notice an increase from big PL quite far above ours to slightly bigger PL?

I can see Tenshinhan being in the 1,500-1,600 range with Piccolo being in the 1,800-2,000 range, going by their feats against Nappa and the Saibamen respectively.

Nappa has moon+ obliterating punches as he did that to Tien who has greater durability than Raditz who no sold a moon obliterating attack.
