If Oda has answered that Luffy's dick stretches and Buggy's detaches, you already know the answer to this. Oda absolutely would answer yes to this in an SBS.

Which is why unless multiple people in the one piece world have faster than light speed reactions and movement (which even for you guys is ridiculous) he's not actually moving at the speed of light.
