I think the series would be less popular. Scouters definitely are a staple item in the series even though AT abandoned power levels after about a dozen volumes. Hell, look at how they're still featured in Super while Goku's cloud and staff rarely ever are. Scouters were premium collection items alongside intricate figures and a remote shaped like the Dragon Radar for limited edition Dragon Box sets too

Not really. Even before power levels were introduced creativity only went so far against a substantially stronger opponent. Master Roshi's "creativity" didn't mean shit against Daimao.

It played a big role in the iconography of the show, especially the scouter-based variant of it. While its canonical relevance faded away -- at least numerically -- it's hard to imagine something else filling the gap in its absence had it not ever been a thing.
