Look into Shin's response dialogue to Piccolo freaking out. Shin is literally reading Piccolo's mind, so we know exactly what Piccolo is thinking.

The problem with that is that Goku's level might have surpassed Roshi's for Korin's training. So this directly implies that Korin was the same level against Goku as he was against Roshi.

How did Roshi get the water from him at a similar level. Everyone of this level seems to be able to get it from Korin, that means this is the level nearing...
Goku's regular speed was pressuring him. The tickle helped no doubt. But Korin was already being pressured.
If you compare Korin vs Goku, you'll see a huge difference in speed compared to Goku vs the Ginyu Force.
The 3 Ginyu Force members wouldn't be able to steal the sacred water from Goku.

I mean, he can still be that and not enough. Tao is an absolute anomaly. His feats are just tremendous. King's Guard is just jacked and doesn't respect guys who can walk through guns. I think where I have him is good, but I guess there's variety here.
