The real answer is plot. But besides that, they needed the post timeskip training because they weren’t gonna survive the New World with the amount of clout the crew had gotten. Law and Kid were less on the WG radar, so they naturally grew from their experiences in the New World.

With the time limit, definitely not. Without it, it depends. Luffy's Bajrang Gun is at least better than any of Kaido's own attacks, so it would be trouble if he gets hit by it. Plus, Luffy has likely improved his usage of the form since Wano.
