Ki control is mainly for surpassing your physical limitations. Chi-Chi, Ox-king, and Yajirobe probably only used ki to get stronger (though Yaj can sense ki in the anime). Characters like Chaozu focus more on amplifying their techniques than their fighting prowess.

Chi-Chi might've been a little stronger, but BoDB Krillin actually seems like he knows how to fight so it could go either way.

Definitely would've been better than forcing one of their non-canon movies into the main story.
