I try to incorporate abilities in the list as much as possible. Like, if fighter A were < B in terms of power but would win with his abilities, then I tend to scale A higher. It gets tough though when A can defeat B but loses to C and C loses to B due to abilities. But yeah, that's trying the... -

Luffy also needed all the help from the coliseum's gladiators to best Doflamingo. Against Cracker he only had Nami assisting him. Plus, the biscuits get very soft with water. I'm sure Dofla could pick on that. -
