So in the Anime, Gohan was in Base state and transformed into Ultimate. However, in the Manga, Gohan was in Ultimate state at all times. Both from Arc BoG.
In the Anime the Ultimate state is a transformation, while in the Manga it is its only form.

What makes me think that the TB21 Warriors are Small Building Level, is that even Krillin 1 month before finishing his training, with 20 Kg on him, could move that overly giant rock a little.

I think that Kinetic Energy doesn't necessarily correlate to their power level.
A T-Rex's Kinetic Energy is 87,009 Joules, an Elephant's is 370,000, and a Triceratops' is 1,079,837.

Apparently those 87,009.58 Joules of the T-rex are the Kinetic Energy they produce. The formula is:
Mass (KG) divided by 2 x Speed (m/s)^2.
The T-rex wasn't very fast, so its Kinetic Energy is much lower than that of an Elephant.
