10% Piccolo one shots Kami

At the 23rd Budokai, Piccolo is severely damaged, can barely stand and Kami wants no smoke with him.

Kami is less than 10% of Piccolo.

Piccolo is about as damaged as Vegeta was in the Saiyan Saga. Vegeta's power level is somewhere close to 10% of his power, no reason we can't copy/paste this logic onto Piccolo.

If we ignore BOZ PLs, maybe. But if we want to create a consistent PL list from the beginning to the end of the series, we have to accept that Piccolo here is about 50%-60% of his full power.

You could maybe make a point for Tenshinhan if you stretch it. I don’t mind because the scale is pretty fucked up as it is already. But to say most or all the humans surpassed him by BoZ? Nah.

I tend to agree that the quote presented there would be pretty redundant if any of them surpassed Kami before the training started.
