Seems like useless to me and I prefer the DF which is more cooler and extremely hax.

I second that. At least the DF finished people. Unlike the 10x KHH or dat Final Shine, which only made Goku and Vegeta look like chumps.

It looks cool, but it's never shown to be much more effective than a normal Kamehameha.

The only positive I can say about this move is it looks cool because its red and it fits with SSjin4 design. :toei

It had some delayed effect against Baby. Is that suppose to be a regular thing or was it a one time deal?

Seems to be just a one time deal, likely due to Goku not being used to the technique yet (it wasn't even it's signature red colour), plus we didn't see this sort of effect against any of the Evil Dragons he used it on.

Well there's a time period between Baby Arc and Super 17 arc production so Toei probably went with red color during Super 17 arc IMO.
