Could Goku beat every other character participating in the 23rd Budokai at the same time? Minus Piccolo of course.

If Goku loses then take away Kami as well.

Not really, considering half-dead Piccolo is still half-dead after-all. Their advantage over the others was just that big.

As said, a fatigued Piccolo said that everyone else including Kami ganging up on him would be useless, so Goku would solo.

If we're to take Piccolo saying "Even 100 of you" as more than just hyperbole, they'd still get stomped. If treating it as hyperbole, they may prove difficult, but still beatable seeing as how even before Galu went all out, Piccolo already expected him to be a far greater challenge than Kami, who was already in a completely different tier from the humans during his match against Majunior.
