I think Goku/Piccolo must be at least 2x Kami, considering all Piccolo's power decreases noted.

You should add in Goku (Post-Sacred Water) and Piccolo Daimao as reference/benchmark.

Chaozu did the same training as the others and also claimed Korin's tower. Whilst he is obviously way below everyone-else, I'd say he has definitely at-least surpassed 22nd Tenkaichi-Budokai tier. On-top of that Tao defeated him and I'd like to think Tao got to defeat someone at-least worth their salt at this point. You got to remember Old Piccolo-Daimao level power is nothing to Young PD's level of power. It doesn't compare at all, so there's lots of space to fit anyone in.Super said:

The only problem with having Kami that low is the scene where his eye catches Piccolo and he's able to block his punch. But to be honest, even if he's 66% of Piccolo he's not managing that, so it's an anomaly.
Anyway. By that point they're both stated to have gotten weary. At this point, Piccolo states he can still take all the humans + Kami at once. Like withheld mentioned, we know Piccolo got weaker after regenerating thanks to knowledge from later arcs. Likely not too significant a drop, but noteworthy.
Piccolo then uses his insane island destroying attack and Goku is thinking that he put everything into it. “You probably just used up all the ki you had remaining.” So that shit was no joke. We know he had some leftover later, but he clearly used up a sizable chunk, probably a majority of his remaining power, this was no Super KHH. At this point Piccolo and Goku to a lesser extent are much, much weaker than their full power.
Goku then destroys Piccolo, weakening him further with no doubt in my mind, but Piccolo puts a hole in his chest. Both are panting like crazy and yet, even with a hole in his chest, Goku can exchange one last round of blows with Piccolo before it's too much for him (Goku), which is a testament to how winded Piccolo himself is. And he's fucking winded. He was already tired ages ago. This sequence in particular clinches it for me. Piccolo's power must have taken some goddamn hits if Goku can keep up for even a second before the blood loss gets him.
It's at this point where Kami asks Tenshinhan to kill him. He doesn't intervene, he asks to die. Why? Because even now he'd lose. Everyone would still lose.
Piccolo then blasts Goku and he thinks he's won. And he's confident after the fact. I think even now, after Piccolo's used up even more ki to take out Goku, Kami can't beat him. Piccolo is nothing at this point, but he'd still kick Kami's shit in. There's seriously nothing like this in the entire series.
37.5% is somewhat arbitrary. You could break down each drop of power differently than I did, but I think you'd be hardpressed to have Kami over 50% of Piccolo and Goku. I feel even that's pushing it.
