I don't believe 4th form Coola had any more power than what he used against Goku, given how the necessity to achieve a form beyond his brother's and not being referred to as a prodigy of his race in the Daizenshuu like Freeza and Cold would lead me to believe his 4th form's power would be nowhere near Freezie Pop's. Therefore, the 5th form boost would be about a ~35x one. He gets past a Cell Jr., but gets stomped by anyone on Cell Games MSSJ Galu's level.
