(Anime analysis)

It's important to understand that Gingka in a high-stakes, world-ending scenario is levels above the happy-go-lucky, partially engaged version of himself we see from earlier on in the show. This is essentially the 'Gingka template', so-to-speak, in each Metal Saga series. Before getting into the scaling, it's worth giving credit to Ryuga for being the more consistent and dominant blader between the two for the majority of 4D (which Gingka himself indicates during his speech after Ryuga's loss to Rago), but this doesn't mean that feats and portrayal from later in the saga should be glossed over or ignored.

1) Context

Nemesis is recognised as the God of Destruction, but its also an umbrella term for multiple, closely aligned factors:

- The Black Sun (intended to bring destruction to Earth, to allow for an age of darkness. When its power was sourced, it appeared to provide infinite, or nigh-infinite energy)

- Nemesis (a large construct of the Black Sun's energy, known as the God of Destruction - capable of wielding Nemesis beys)

- Proto Nemesis (a bey moulded by King Hades from the star fragment piece that contained the Black Sun's energy)

- Diablo Nemesis (evolution of Proto Nemesis - possesses the abilities of all legendary beys and every bey they have fought, along with dark duplicates of their beasts. It also had its own Dragon beast)

Other factors:

- Rago (known as the 'Child of the Black Sun'. Used the modern version of Proto Nemesis and then later Diablo Nemesis. His role was to revive GoD Nemesis)

- Revived Nemesis (should be even stronger than the ancient one, since it used an evolved Nemesis bey and also fused with Rago and the descendant of King Hades known as Pluto, the latter being no slouch himself).

-----------------------------------

2) Scaling

Ryuga showed a lot of grit in his fight with Rago, but he ultimately got bullied by the latter's casual attacks for most of the fight. Ryuga momentarily resisted being blown back with his ultimate move, but all his energy was spent after that, while Rago was full of energy, and used his special move purely to be ruthless, knocking L-Drago and Ryuga out.

Before Ryuga faded away, he gave his star fragment to Kenta (a blader that built a bond with Ryuga), which caused his bey to evolve. Rago tried to bully this version of Kenta, but Kenta turned it into a power struggle without a special or ultimate move like in Ryuga's case. The fight didn't reach a conclusion since other bladers intervened, but this should put Kenta as >= Ryuga at bare minimum. It seems this is often overlooked just because it's Kenta (a side character that had no prior legacy of being a powerhouse) - but feats are feats at the end of the day.

The new and improved Kenta got crushed by Revived Nemesis; every legendary blader besides Gingka got stopped, so portrayal points to Gingka being the top dog of the group at this stage, hence why they pinned all of their hopes on him.

That covers the case, but there's also another element that inadvertently speaks volumes about Gingka's power. To elaborate, while Cosmic Pegasus did defeat Nemesis by uniting the powers of beys, base Diablo Nemesis was capable of the same thing when wielded by Rago, who is inferior to Nemesis. Nemesis, the entity, was stated to be the strongest being in history. During his original rampage, he could only be stopped via a special sealing technique performed by legendary bladers, not through direct battle. Nemesis and Gingka utilised other bladers' powers in their final battle, but Gingka also had to overcome Diablo Nemesis' beast (which was unreplicable, while a dark copy of Gingka's Pegasus was used against his own Pegasus earlier in the fight), the Black Sun, and the dark energy that GoD Nemesis was constructed with to ensure he doesn't return. You could say that Gingka had a higher quantity of average bladers' powers in his mix, but that is negligible compared to all of the additional power sources Nemesis was using.
