Yea, his estimations are really wacky. You gotta take them with a grain of salt. I mean clearly, if there was a scouter than could read Goku's Kamehameha, it surely would be at least half of Goku's power agreed? Imagine adding that to 19's power, it would be absurd. We have to remember the author is coming up with concepts like these that aren't fleshed out completely. They sure as hell were never meant to be taken to seriously and calculated.

Agreed. One could say "it's not addition only at chi blasts", but #19 not being that strong after sucking most of Vegeta's powers also suggests this isn't only for chi blasts. Which is why I wouldn't bother lowering the SSJ multiplier to make Gero's statements work.

The Piccolo suppressed ~ Gohan + Kuririn + Tenshinhan implication only works well with lowering the SSJs multiplier too, otherwise androids saga Gohan would be weak as fuck.

I get around Gero's implication by assuming he meant he could potentially bring down Vegeta, since he said he'd be able to beat him, not surpass him, with that added energy. Or something to that effect.

Yea that's acceptable. He could be close enough to be able to weather the storm while waiting for his moment to absorb some energy.
