Even then, from a writter's pow Freezer is much more juicy as a character than Cell, that's why they picked him up.

Freezer's power ups were already justified in Namek. The fact of him not having trained in his life (he had never used 100% of his strength before Namek, and when he did it he had to force his body to the limit and couldn't mantain his maximum power even for a single second) was already made clear there, and also "anticipated" by Cell having a senzu past his "SSJ" forms.
If after doing absolutely nothing in all his life he was at MSSJ levels of power, it's only logical that a bit of training would do marvels to him.
Furthermore, knowing a lot of techniques doesn't give you power in DB. That wouldn't justify such brutal power ups.

Let's see how that develops.
I don't think things will go like in the anime, and the manga already pointed how he became stronger despite doing absolutely nothing in a tree just because he did image-training there (which means that Freezer's control over his ki was atrocious even in the FnF saga).
If they're coherent with the character, even if his performance in the ToP is below Goku's, he has the potential to be a brutal thread again if the plot requires it.
If they'll handle it this way or not we will see it as the manga advances or the anime resumes after the movie.
