If you think about it Zeno is also kind-of a gag.

A gag I don't laugh at.

Until the contrary is proven, I would say that the attack that Arale was going to launch against Goku SSJB was her maximum power. Goku SSJB doubted that he was going to be able to stop him with his Kamehameha.

Beerus was going to annihilate Arale.

I have Arale a little stronger than Goku SSJB (Vs Hit), therefore, I have Vegeta SSJB, Goku SSJB, Golden Freeza, Ultimate Gohan and Android #17 (all from the Start of the ToP) more powerful than Arale.

Zen`o wins with extreme ease, since he is like 40,000,000,000,000,000,000 x stronger than Arale.

I once write a fanfic in which it turned out that Arale and Zeno are the same person.

Although gag characters can be shockingly strong, they're still at the mercy of the writer.

Even if the character could manipulate the in-universe writer, that's still technically an avatar of them and such a plot could be rearranged on a whim if desired.

The Arale & Beerus confrontation suggests that she could've gotten handled, but Beerus got dealt with by a stomach ache. Looks like that was the storyline's way of trivialising Beerus without him being bested in strength. Under that plot format, Zeno could get played somehow. But strictly fighting-wise, Zeno.
