The Hakaishins from another universes are yet to be introduce so I don't see any retcon yet.

Anime-wise, it's possible Goku could be when factoring in the leaks of him being able to use KKx20 Blue, since I'd probably say Sidra's lacklustre feats should place him no higher than Goku's regular Kaioken Blue, considering how in awe he was at SSB Galu and even seemed somewhat intimidated by Golden Freeza. He's probably not as low as Blue tier, but isn't leagues ahead like the other Hakaishin.
