At what point do you believe SSJB Goku & Vegeta surpassed RoF Golden Frieza?

I personally think that they surpassed him in the beginning of the Goku Black arc (although, Enraged Goku & Post Training Vegeta definitely surpassed him).

GF was not much ahead of Goku & Vegeta in the RoF arc, but Vegeta also said they were close to their limits and he felt himself a little stronger after training in the ROSAT three years, so they should just have been equal to him.

Eh, that limits line doesn’t really mean anything. Maybe they didn’t get multiple times stronger in the Rosat, but 3 years is enough to close the gap with Freeza.

Vegeta stated that he felt himself a little stronger after sparring with Goku.

I can see the possibility of them surpassing him but it's not concrete. Maybe they should have equaled him.

It doesn't make sense from the future perspective as shown with the Goku Black Saga & the TOP. From the present perspective, it's clear that he writers didn't intend for Goku & Vegeta to get that much stronger other than Goku adding Kaioken. All Goku said that is that there is Monaka, so if they doesn't even get a little bit stronger, they'll not close the gap.
