The guy sent Pui Pui to beat up Goku, Vegeta, Gohan and Kaioshin. To beat up all of them at the same time. He or Dabura deemed Piccolo so weak that he turned him to stone, so probably could sense dormant power to some degree, seeing as Piccolo can't be much weaker than the base saiyans (considered himself to have a chance in the tournament, and see Mighty Mask's difficulty against 18) and also all the Z fighters had their ki suppressed. So he sensed their dormant power but still sent Pui Pui.

Or Dabura is the one who sensed the dormant power, but is an idiot so didn't tell Babidi that it was a bad plan to send freaking Pui Pui.

Naturally that would mean Pui Pui > Piccolo, but then Pui Pui thinks 10x gravity is going to turn the tables for him somehow. SSJ Kid Trunks had no issue with 150x gravity, 10x is child’s play even if you haven’t trained in it.
