Base Android 13 vs Movie 7 Piccolo

I vaguely remember an argument towards Piccolo being stronger than all SSJs Movie 7. Can anyone refresh my memory here?

Piccolo displayed no trouble in flinging #13 away whilst wearing weights and seemed quite casual about the whole situation until #13 transformed. All the characters in the film would be as strong as themselves at the time just before Vegeta and Trunks went in the Rosat, minus Galu being slightly stronger due to being suggested to be superior to Vegeta, and #13 was at best only somewhat stronger than SSJ Goku.

Piccolo was confident in taking out 13 and Goku powered down when he arrived, so that's good enough for me.
