Base Goku = Freeza? (FnF anime)

So are we meant to believe that Base Goku is equal to 4th form Freeza? Their fight was obviously equal, but Vegeta made it clear several times that both of them were just warming up. It seemed like we never saw them go all out. Are they actually equal?

I think Vegeta called it a warm up because neither of them had transformed yet, so they weren't really going all out.
