I would say stick with 83% then. They shouldn't be rivals at all. He is literally dismissed, Goku nonchalantly tells him he can't win and Kaioshin takes Goku's response as an emphatic no. Maybe you could stretch it to 85% but that'd be absolute max. 80-83% feels a lot better imo.
