Gohan said he only appears to be on the level that he can't win against him easily while hiding his power (presumably referring to his base full power or SSJ forms). Plus he couldn't even budge the Z Sword while base Gohan could lift it and Goku could swing it with some effort

But so was Kaioshin. This was because they were unknown and clearly not ordinary people which could be seen after Kaioshin read Goku’s mind. The fact that they randomly arrived on earth and had no ki signatures was enough to make the Z Senshi assume they were stronger than they actually were. Vegeta later confirms that Kaioshin was overrated and naturally this goes for Kibito too. I don’t think his portrayal at the Budokai means much when Toriyama clearly disrespected both of their powers after it.

I still have Kibito much weaker than the Base Saiyans. But there's no narrative reason to have Kibito less than 18.

The way the manga sells it is that he was so flummoxed by the events that conspired he basically forgot about how strong Gohan was and only remembers it to a degree once he does recollect.

He’s weaker than Base Gohan by a good margin meaning at best he’s at Base Goten/Trunks’ level but likely weaker. I’d still place him above Freeza and Coola however.

Base Gohan isn’t much stronger than Base Goten and Trunks who are arond as strong as 18. Piccolo was already stronger than 18 before training in the Room of Spirit and Time and powered up considerably after. That’s just not possible.
