Base Luffy (Enies Lobby)

So how strong is he? He was having a hard time against Blueno in base alone, but then managed to hold his own somewhat well against Lucci... did he get stronger between this time space?

It's not really inconsistent. Luffy's raw base strength was enough to break through Blueno's Tekkai, while against Lucci he was getting tossed around the entire time.

Yeah Blueno said Luffy had tremendous physical strength. I think it was his Rokushiki that gave Luffy so much trouble.

Also didn't Luffy accomplish nothing in Base? Even G2 wasn't doing much from what I recall. I don't believe it's an inconsistency. The only change in power was from within Iceberg's mansion to Enies Lobby.

No, Luffy and Blueno were fighting on par when Luffy was in base.

Yes overall they were on par. Luffy just had higher Doriki.
