Base state fusions are always stronger the 2 individuals together in their most powerful transformation?

Is it a fact or only the vast majority of the time is it true?

I have a hard time having Vegetto Base > Goku SSJB (Peak Arc Zamasu) in the Anime.

You can have SSJB Vegetto's multiplier from base form really low in the anime I guess. Recent media seems to support low multipliers into Blue/God forms for fusions, including the Dragon Ball Heroes Big Bang Mission manga:

^base Gogeta avoids SSJR3 Black's blade rather casually before catching it with his fingers and going Blue only to not have that great of an edge and eventually needing Blue Evolution when Black powers up further.

Base Fusion seems to always be above the users top power.

Base Gokan > Ultimate Gohan

Base Gotenks > Ssj Kids

Base Gogeta > SSJB Goku/Vegeta

Base Vegetto > Ssj3 Goku (Buu Saga)

And so on.

Nerfed fusion multipliers are a possibility.
